In response to the news (after an Artprice survey) that France had fallen to 4th place (China replaced them at 3rd) in sales of art, the French government is proposing interest-free loans (up to $10,000) to less wealthy people toward the purchase of art. The idea is designed to entice private individuals who might otherwise think they’re not rich enough to start buying art, as well as, obviously, to help younger artists with price points in that range.
